Introduction and Needs

Kenya lies at the crossroads of various migration flows in the East and Horn of Africa Region. Despite being one of the fastest growing economies, with a relatively high level of development, Kenya continues to face daunting challenges. Threats of terrorism, high levels of refugees (with Dadaab being the world’s largest refugee camp with an estimated population of 350,000[1]), drought, and pervasive corruption all remain major issues. Following the decision by the Government of Kenya (GoK) on the 6th of May 2016 to close Dadaab refugee camps (Dagahaley, Ifoo 1, Ifo 2, Hagadera and Kambioos), IOM was approached by UNHCR to assist in the voluntary repatriation of Somali refugees to return to their areas of origin or choice in Somalia and also for the relocation of non-Somali refugees (Ethiopians, Congolese, Burundians and Sudanese) from the aforementioned refugee camps to Kakuma, Kalobeyei refugee camp. The Kenyan 2017 General Elections, scheduled for 8 August, also pose a significant challenge to country-wide peace and stability. These elections will be the second since the enshrinement of the new constitution in 2010. In the past Kenyans experienced violence related to election results, with the most notable riots taking place in 2007, resulting in the loss of lives, destruction of property and the displacement of hundreds of thousands of individuals. As a result, there is a need to scale up programming nation-wide through coordinated protection, and humanitarian assistance measures, in order to address potential post-election violence.

IOM will continue to provide technical assistance and capacity building support to the GoK and local CSOs and NGOs around the general area of migration management, provide assistance to vulnerable populations, and support security sector reform. Under the umbrella of GoK’s National Strategy on Countering Violent Extremism, IOM will further provide assistance to community stabilization and initiatives that build trust between communities, vulnerable/at-risk populations and security forces. Projects that contribute to this overall outcome include livelihoods creation, the reintegration of former combatants, community policing, integrated border management, counter-trafficking, health and psychosocial assistance, and the voluntary relocation and repatriation of both Somali and non-Somali refugees. In view of the 2017 General Elections in Kenya IOM has formed an internal Emergency Preparedness and Response Working Group, including colleagues of the Kenya Country Office and the Regional Office. The Working Groups aims to facilitate internal contingency planning and provide contributions to the Kenyan Government-led effort to prevent, prepare for and respond to any potential fallout from election related violence that might occur. As a UN related agency, IOM is invited to play a role in the Humanitarian Pillar coordinated by OCHA, which aims to ensure humanitarian assistance will be accessible to those in need, especially IDPs and other potentially vulnerable groups. 

IOM is part of the Kenya UN Country Team, co-leading the Shelter and NFI Sector jointly with the Kenyan Red Cross Society. The main partners of this sector include UNICEF, World Vision, Samaritan’s Purse, Help Age International, UNHCR, ACTED, Global One Initiative and the National Disaster Operations Centre. IOM is also currently working closely with UNHCR on the voluntary relocation and repatriation of refugees from Somalia, South Sudan and other countries. In addition to the organizations listed above, IOM works in close coordination with the Ministry of Interior and Coordination of National Government, the National Centre for Counter Terrorism, the Coastal Interfaith Council of Clerics Trust, the Kenya Community Support Centre, Ministry of Youth, Gender & Sports, Ministry of Trade and Cooperatives, Ministry of Devolution and Planning, Ministry of Foreign Affairs and International Trade, Ministry of Education, Science and Technology, Ministry of Health, Ministry of Land, Housing and Urban Development, Ministry of Labour, Social Security and Services, and the Ministry of Agriculture, Livestock and Fisheries.

Note: the projects for 2017 below are in line with the 2014- 2018 United Nations Development Assistance Framework (UNDAF) for Kenya. Furthermore, IOM has included additional interventions that are in line with IOM’s Migration Crisis Operational Framework and country strategy to address migration issues and initiate development-principled programming to establish the foundations for longer-term recovery to complement its humanitarian programmes, including as part of the IOM East and Horn of Africa Drought Appeal (April - December 2017).

  • IOM  provided  290 NFI kits during the flood response in Turkana County;
  • IOM hosted nine coordination meetings relating to strategic planning, pre-positioning and distribution, among others on shelter as a co-lead agency in the Shelter and NFI Sector;
  • IOM trained 127 government officials on Immigration & Border Management and Counter Trafficking;
  • IOM provided 138 returnees along the coast of Kenya in the counties of Kwale, Kilifi and Mombasa with reintegration packages consisting of business development and vocational trainings, livelihoods packages and reinsertion kits;
  • IOM implemented three community assistance projects along the coast of Kenya aimed at socio-economic revitalization of vulnerable communities. Projects comprised of: the refurbishment of a youth polytechnic in Mwarakaya (Kilifi County), Majengo (Mombasa County) and Ziwani (Kwale County). Each community assistance project is estimated to help 5,000 beneficiaries, marking 15,000 community members in total;
  • IOM provided  community-level health information and awareness campaigns reaching 200,000 migrants;
  • IOM served 20,000 beneficiaries through direct clinic service delivery aimed at addressing HIV, TB, and Reproductive Health issues.

  Shelter and Non-food items

  • Response to Shelter and NFI needs of communities displaced by conflict and natural disasters in Kenya
    Amount Requested: USD 5,000,000.00 Amount Received: USD 0.00
    Provide life-saving assistance to communities displaced by conflict and drought in counties experiencing shortages of water and high levels of social unrest. To respond to Shelter and NFI needs for persons displaced by both conflict and natural disasters, the following activities will be undertaken: 1) The prepositioning of 25,000 NFI kits countrywide to allow for a shorter response time in distributing NFI kits in the event of conflict of natural disasters; 2) The distribution of NFI kits during emergency response i.e. conflict and natural disasters; 3) The initiation of coordination meetings to re-activate the nine Shelter and NFI Clusters in the country.  
    Beneficiaries: 150,000 displaced individuals and including 15,000 members of host communities. 2,500 representatives from national and county governments, non-state actors and development partners.

  Technical Assistance for Humanitarian Border Management

  • Improving the Government of Kenya’s Institutional Capacity to Effectively Manage Migration Flows at Key Border Crossing Points

    Continue to contribute to improved border management, counter terrorism and trafficking efforts in Kenya by improving coordination between border management agencies and improving the capacity of border management agencies to effectively manage borders and prevent trafficking and terrorism. This includes the improvement of border management infrastructure at key border crossing points, by installing facial recognition, developing or updating standard operating procedures relating to integrated border management, humanitarian border management, and countering transnational organized crime, and conducting trainings to improve the individual capacity of border management officers.

  Health Support

  • Provision of Primary Health Care to Migrant Populations and Vulnerable Communities in Kenya

    Continue to provide support to the Government of Kenya led by the Ministry of Health, in its efforts to promote basic health care, education and overall resilience in identified communities across Kenya. Activities include the equipping of facilities (fixed and mobile) to offer essential health services to prevent and manage communicable and non-communicable diseases, including primary health care, reproductive health, and disease outbreak control and management, and the capacitation of health care workers with the knowledge and skills to provide accessible, affordable and quality health care services focusing on the prevention and detection of diseases of public health concern. 
    Beneficiaries: 90,000 migrant and vulnerable community members in targeted areas proven to be of public health concern

  Return and Reintegration Assistance

  • Programme For Human Security and Stabilization in Vulnerable Communities in Kenya

    Continue to provide support to the Government of Kenya led by the Ministry of Interior and Coordination of National Government and National & County Security Committees, in its efforts to reintegrate former members of armed and secessionist groups into productive civilian life and society. This includes promoting sustainable livelihoods and dialogue between returnees and host communities framed within the Information, Counselling, and Referral Services (ICRS) Framework.  
    Beneficiaries: 700 unassisted returnees and their extended families, representatives from national and country governments and non-state actors CSOs across the coastal counties of Mombasa, Kwale, Kilifi, Southern Tana River, and Lamu.

  Activities to Support Community Stabilization and Transition

  • Community Revitalization Project Targeting Vulnerable Communities in Kenya

    Continue to provide support to the Government of Kenya led by the Ministry of Interior and Coordination of National Government and National & County Security Committees, in its efforts to improve resilience of target communities and prevent violent extremism. This includes promoting county integrated development plans and sustainable development through capacity building to county-level and national government bodies, the establishment of the Information, Counselling and Referral services framework, and targeted community assistance projects aiming at socio-economic and infrastructural assistance.  
    Beneficiaries: Five host communities (Kwale, Mombasa, Kilifi, Tana River and Lamu) with large numbers of vulnerable/ at-risk groups to radicalization and criminal activities.

  Early Recovery and Livelihoods

    The early recovery and livelihoods component will target 1,500 vulnerable beneficiaries in the affected counties, including youth, women and those with disabilities, and it will include trainings and support to start income generating activities. In addition, 30 quick-impact community revitalization projects will be implemented to support social cohesion and resilience in 30 vulnerable communities. Cash€“for-work schemes will benefit 1,040 IDPs involved in the realization of the community projects.

  • Health

    Based on the assessed needs in Garissa, Turkana, Kwale and Kilifi Counties, IOM will establish primary healthcare outreach mechanisms in drought-affected communities, which suffer from lack of access to health services, and will extend essential services to hard-to-reach and/or mobile populations. Additionally, 9 facilities will receive material assistance, equipment and technical/on-the-job training as needed. Rapid Response Teams will also be established and deployed to further strengthen IOM€™s health outreach capacity. IOM also intends to carry out social mobilization and risk communication on prevailing diseases and health threats, personal hygiene, good feeding practices, as well as community health, WASH and nutrition integrated activities. In addition, IOM will work on strengthening cross-border disease surveillance, early warning, alert and response capacities with local authorities, international and local humanitarian partners, along with community members in the border areas.

    IOM intends to distribute essential NFIs such as beddings, kitchen sets and water storage containers to affected populations, who, due to the drought, have been forced to migrate in search of food, water and pasture. Beneficiaries also include individuals who have been forced to flee due to natural resource -based conflict, particularly prevalent in Turkana, Baringo and Marsabit Counties.
