Introduction and Needs

Armed conflict and political instability in Libya have impacted the lives of more than three million people across the country, displacing hundreds of thousands and disrupting people’s access to basic services, including fuel and electrical power, as well as severely constraining life-saving protection and humanitarian assistance. The 2019 HRP states that there are an estimated 823,000 people in need of humanitarian assistance in Libya, including 248,000 children. Those in need include roughly 170,000 internally displaced people (IDPs) and around 446,000 returnees, of which 165,00 are identified as in need of critical humanitarian assistance (HRP 2019). There are approximately 663,000 migrants, among which there is often more than 5,000 in detention centers across the country; there is also around 437,000 non-displaced, conflict affected populations. The ongoing movements of population towards Libya in hope to reach Europe has left an overwhelming toll on human lives, as many migrants face the dangerous journey through the Libya’s desert borders or across the Mediterranean Sea. However, in 2018 there has been a massive decrease in the number of people trying to cross the Mediterranean from Libya (HRP 2019). Those present in Libya have been affected by the collapse of rule of law, arbitrary detention, abuses and ill-treatment, gender-based violence, forced recruitment of children, and the prevalence of Explosive Remnants of War (ERWs), with 11 per cent of returnee households reported the presence of explosive hazards at neighbourhood level (2018 Multi-Sector Needs Assessment). Migrants held in detention centers remain exposed to harsh living conditions with poor hygiene standards and lack of proper diet often resulting in malnutrition, development of diseases and erosion of mental resilience. 

In 2019, IOM Libya aims to ensure the delivering of life-saving humanitarian aid to migrants in distress by reaching out to migrants in detention centers as well as those in urban areas. IOM will also prioritize protection and health interventions for vulnerable migrants and IDPs with emphasis on victims of trafficking (VoTs), unaccompanied migrant children (UMC), migrants with serious medical conditions (including HIV/AIDS), and other categories of those at-risk. Consistently with the humanitarian-development-peace nexus, the proposed response aims also to support community stabilization and social cohesion by implementing quick impact projects in different communities in Libya. These interventions will be supported by data collection and analysis for evidence-based decision making. Beneficiaries will include IDPs, returnees, migrants, including vulnerable migrants and migrants held in detention centers and non-displaced population affected by the conflict. IOM’s multisectoral assistance will include: Protection; Shelter and Non-Food Items (NFIs); Water, Sanitation and Hygiene (WASH); Emergency Food; Health; Education; and the DTM.

Following an MoU signed with the Libyan Government, IOM commenced its operations in Libya in 2006. The Mission currently has 325 staff, including third-party contract staff with access to areas inaccessible to regular IOM staff. IOM has a continuous presence in Libya, particularly in Tripoli and the southern regions, with stabilization offices in Sabha, Qatroun and Benghazi. IOM Libya works in close collaboration with the Libyan authorities, UN agencies, non-governmental organizations to ensure a coordinated response, as well as with local civil society actors and implementing partners for an effective implementation of activities tailored to local needs. IOM Libya is one of the leading agencies providing humanitarian assistance to affected populations and is an active member of the UN Country Team (UNCT) and the Humanitarian Country Team (HCT). IOM is the co-chair of the Migration Working Group and takes an active role in several thematic working groups. 

IOM projects below are part of the inter-agency Libya Humanitarian Response Plan 2019. Furthermore, IOM has included additional interventions that are in line with IOM’s Migration Crisis Operational Framework and country strategy to address migration/displacement issues and initiate development-principled programming to establish the foundations for longer-term recovery to complement its humanitarian programmes.

  • Supporting the revitalization of health services for vulnerable migrants, IDPs, returnees and host communities in Libya
    Amount Requested: USD 7,100,000.00 Amount Received: USD 2,853,702.00
    The proposed project will improve access to life-saving and essential primary health care services among the vulnerable migrants, IDPs, returnees and host communities in Libya. The planned activities include: i) Improve access to life-saving and essential primary health care services through mobile outreach services and the provision of medical equipment and supplies to targeted primary and secondary health facilities providing services to vulnerable migrants, IDPs, returnees and host communities. The health care services to be provided will include the following: a) Emergency and general clinical services; b) Child health, including management of malnutrition; c) Health Surveillance and management of communicable diseases; d) Sexual and reproductive health, including maternal and new-born health, management of sexual violence and e) Management of non-communicable diseases and referrals for mental health and psychosocial support (MHPSS); ii) Organize capacity building trainings for health care workers on the complete package of primary health care including case management of communicable diseases and specialized emergency medical services through deployment of the emergency medical teams. The emergency teams will also provide supplementary capacity to existing health workforce in the facilities enhance availability and quality of services; iii) Support the ongoing disease surveillance system through strengthening of the existing Early Warning Alert and Response Network (EWARN) and Rapid Response Network (RRN) under the coordination of Emergency Operations Center (EOC). IOM will ensure early detection and response to disease outbreaks in the detention centres; iv) Assist in establishing a functional referral system and linkages at different levels of the health care system, including community, primary health care centres and secondary hospitals. IOM will support and manage the referral and transfer between the mobile outreach clinics in the IDP camps, in migrant-dense urban settings, and in detention, at reception facilities and nearest primary health care centres; and when needed between the primary health care centres and hospitals; v) Strengthen coordination mechanism among partners delivering health services to vulnerable and stranded migrants, IDPs, returnees, refugees, asylum seekers and other vulnerable populations throughout Libya. In its role as co-chair of the Migration Health Sub-Working Group (MH-SWG), IOM in collaboration with MOH will facilitate coordination of partners' activities (e.g. capacity building, service provision, referral mechanisms) to in order to avoid duplication and promote complementarity and synergies.

  • Protection assistance including specialized services for unaccompanied and separated children, victims of trafficking and other vulnerable Libyan and non-Libyan populations across Libya

    The project aims to promote, protect and support the well-being of migrants, IDPs, returnees and host communities in at-risk situations with activities that reduce their vulnerabilities and create enhanced protection environment. This intervention will be made through the reinforcement of tailored case management including referrals to available protection services. The planned activities include: i) Identify persons in need of protection assistance amongst Libyan and non-Libyan populations including IDPs, returnees and migrants through protection monitoring visits and needs assessments within urban communities, at disembarkation points and in governmental run detention centres; ii) Provision of specialized case management (including protection services and referrals) to vulnerable and conflict-affected Libyans and non-Libyans, in particular for those who are at increased risks such as adolescent girls, unaccompanied children, victims of trafficking or torture and persons with mental health conditions; iii) Promote adherence to international protection norms, humanitarian and human rights law and facilitate community-based approaches to protection by capacity building of key actors; iv) awareness-raising and information provision on the dangers of irregular migration and available services along the migration routes.

  • Shelter assistance and provision of non-food items to the vulnerable Libyan and non-Libyan populations across Libya

    The project aims to provide urgently needed shelter assistance and provision of Non-Food Items (NFI) to detained or stranded migrants as well as the most vulnerable Libyan population in line with three sector strategic objectives. The proposed interventions include: i) provision of essential humanitarian assistance including NFIs, cash-based interventions (CBIs); ii) Shelter repair and rehabilitation; and ii) provision of generators to enhance access to energy (heating, cooking, lights).

  Water, Sanitation and Hygiene

  • Improving WASH conditions for migrants and refugees in detention centres and urban settings
    Amount Requested: USD 2,500,000.00 Amount Received: USD 467,285.00
    The project aims to provide urgently needed WASH assistance to detained or stranded migrants and refugees in detention centres and urban areas in Libya, in line with two WASH strategic objectives focusing on the most vulnerable and affected population. The proposed interventions include: i) rehabilitation of WASH facilities; ii) provision of essential hygiene items to Libyans and non-Libyans; iii) increased awareness on hygiene practices. The above support will also partially target host communities where basic resources and services have become scarce and overstretched also due to the influx of new or returning populations. In addition, IOM will abide by the division of labour agreed with other humanitarian stakeholders in terms of locations for implementation, to avoid potential overlapping.

  Displacement Tracking Matrix (DTM)

  • Enhance the collection and provision of evidence-based information on migration and displacement inside Libya

    The project aims to enhance IOM's ongoing efforts to support the humanitarian community by providing a common operating picture concerning the movement of populations in Libya, allowing humanitarian actors to provide timely assistance to those in need. The planned activities include: i) DTM's Mobility Tracking activities continues to provide regular evidence-based reports on the number and location of mobile populations; ii) Flow Monitoring delivers regular updates on Libya's migration dynamics including information on countries of origin, migrant routes, intentions, and vulnerabilities; iii) Detention Centre Profiles are produced to capture the number and demographic breakdown of populations and conditions; iv) Build capacity of national authorities and local partners in information management and delivering up-to-date information on displacements.

  Education and Psycosocial Support

  • Support to children and teachers through capacity building initiatives and psychosocial support activities in targeted schools in Sabha

    The project aims at promoting the safety and well-being of learners, teachers and other education personnel through capacity building activities aimed at creating a supportive learning environment that promotes learner's psychosocial well-being. The planned activities include: i) Capacity building activities for teachers and other education personnel on protection and referral mechanisms for children at risk, as well as psychosocial well-being of learners, teachers and other education personnel; ii) Development of a code of conduct for teachers and education personnel; iii) Recreational activities including inter-school tournaments and establishment of a library to promote social cohesion and wellbeing of learners and teachers; iv) Language courses to facilitate the integration of migrant children in the Libyan context; and v) Mapping and need-assessments activities for migrant children in the Tripoli area. IOM will ensure that the activities are coordinated with other agencies and no overlap takes place.

  Emergency Food

  • Emergency food support to the detained migrants and refugees

    The aim of the project is to provide emergency food support on a temporary basis to the detention centres and provision of nutritious food packages to most vulnerable detained migrants and refugees. The planned activities include: i) Provision of emergency food rations (up to max 5 days); ii) Provision of nutritious food packages for pregnant and lactating women, children, elderly as well as people suffering from medical conditions.
