Introduction and Needs

The Republic of Palau, located east of the Philippines and north-east of Indonesia, consists of more than 300 islands, stretching over 650 kilometres, of which only nine are inhabited. The islands, which are divided into 16 States, are located along the typhoon belt and there is an increasing risk of exposure to extreme weather-related hazards due to climate change. Palau is exposed to natural hazards, in particular tropical storms, typhoons, drought and tidal surges, but also earthquakes and volcanic activity. Similar to other Pacific Island countries, Palau is particularly vulnerable to the impacts of climate change, including severe weather events and rising sea levels. The country’s President declared a state of emergency in March 2016 due to extreme drought conditions.

IOM is implementing an initiative to support climate change adaptation in partnership with the Ministry of Education through the alii Climate Adaptation Disaster Risk Reduction and Education Program (alii CADRE), which provides critical support to at-risk communities. Using IOM’s expertise in climate change adaptation, disaster preparedness and displacement management, the project supports sustainable solutions for resiliency in vulnerable schools and communities through community-based initiatives and education. Additionally, IOM implemented a WASH technical assistance project in response to the El Niño drought.

In 2019, IOM plans to provide life-saving and transitional assistance to vulnerable populations in Palau through strengthening the health system, infectious disease detection and response, and mitigating the effects of natural hazards by enhancing national and local capacities for disaster preparedness, response and recovery. This multi-faceted approach will lay the foundation for development. IOM works in coordination with the Ministry of Health in Palau, international and national NGOs, as well as civil society groups to promote sustainable partnerships. These projects are directly in line with IOM's Strategic Work Plan on Disaster Risk Reduction & Resilience 2017-2020. This document presents a set of concrete actions that IOM will undertake over the course of 2017-2020 to assist Member States' efforts to reduce risk and strengthen resilience. In particular, IOM's projects in Palau touch on Strategic Outcome 1, which focuses on reduced risk of disaster-induced displacement through effective disaster prevention and Strategic Outcome 2, which improves the capacity of States and communities to effectively anticipate, respond to, and recover from, the mobility consequences of disasters, through strengthened disaster preparedness. These projects also contribute to Strategic Outcome 3, which focuses on the rapid, effective and risk-informed emergency responses that address the immediate needs of disaster-affected populations.

Note: IOM has included additional interventions that are in line with IOM’s Migration Crisis Operational Framework and country strategy to address migration issues and initiate development-principled programming to establish the foundations for longer-term recovery to complement its humanitarian programmes.

  • Disaster Preparedness for Effective Response in Palau

    Disaster risk reduction and disaster risk management activities are critical to help communities and governments reduce risks, lessen the impact of disasters and build resilience. The overall objective is to contribute to Palau's enhanced preparedness for emergency response. Strengthening government and community capacity to anticipate, cope with, and recover from disasters can greatly mitigate the impact and empower Palau to prepare for and respond to disasters.

  • Expanding Access to Public Information in the Pacific Islands - Palau
    Amount Requested: USD 500,000.00 Amount Received: USD 70,000.00
    The aim of this project is to: 1) Survey and assess the capacity and condition of all public broadcast stations to evaluate the structural needs of each station; 2) Based on the needs and technical recommendations, complete the upgrades required for broadcasting to reach the states' furthest communities; 3) Monitoring of infrastructure improvements by a technical expert; 4) Provide solar power generating systems for all broadcast stations, to offset operational costs, and reduce dependence on diesel-generated electricity, and increase the regularity of transmissions, including monitoring by a technical expert; 5) Training and technical support to stakeholders including government officials and radio personnel on strategies for content creation, successful public service announcements, and media campaigns resulting in engaging messaging for the most remote areas.
