Introduction and Needs

Eight years into the armed conflict, Syria is still one of the largest and most complex crises globally. Over 11 million people are still in need of humanitarian assistance inside Syria, including 5.7 million people who have been displaced, many of them multiple times. In addition, there are over 5.6 million registered Syrian refugees, including 2.6 million children, in a region faced with deepening economic, social, and development challenges. Sustained humanitarian access to people in need inside Syria remains difficult, with 1.1 million people living in hard-to-reach areas. While nearly 1.3 million Syrians, mostly internally displaced, returned home in 2018, an estimated 1.4 million people were displaced in the same period, highlighting the continued insecurity in many parts of the country.

IOM continues to provide life-saving and sustaining assistance, integrated protection, and early recovery and resilience support to displaced Syrians and host communities inside Syria and across the region.  In 2019, IOM is appealing to the international community for 207,433,291 USD. Interventions inside Syria will focus on the following sectors: Shelter and non-food items (NFIs); Camp Coordination and Camp Management (CCCM); Coordination (including PSEA and support for information management services); Protection; Early Recovery and Livelihoods (ERL); water, sanitation and hygiene (WASH). Interventions in refugee-hosting (3RP) countries will include Shelter and NFIs, ERL, Protection, Health, Education and Food Security.

The planned interventions are in line with the 2019 Humanitarian Response Plan and the 2019 3RP appeal.

Overall Targeted Beneficiaries: 1,084,001 individuals.

  Camp Coordination and Camp Management

  • Multi-sectoral support for conflict-affected IDPs seeking shelter in reception centres, collective centres and tented settlements in Syria

    Maintenance and management of reception centres and planned IDP sites; insulation and replacement of family tents in IDP sites; improvement of site infrastructure and facilities in informal settlements; capacity building activities; regular information collection on displacements and site profiling.

  Early Recovery and Livelihoods

  • Supporting resilience and community revitalization through early recovery and livelihood interventions

    Provision of in-kind grants and business development trainings; vocational and agricultural trainings; community support projects to improve access to basic services; community engagement and participation; short-term employment opportunities.

    Specialised child protection and gender-based violence case management; psychosocial support; protection monitoring activities (on-site and mobile teams); legal support (civil status documentation and housing, land and property); community mobilisation and outreach; capacity building of partners.

  • Implementation of the PSEA action plan for Syria and support to information management services

    Trainings and awareness-raising of humanitarian actors; continued roll-out of inter-agency community-based complaints mechanism. Support inter-agency information management services and needs assessment efforts. Beneficiaries are all organizations in Whole of Syria architecture.

  Water, Sanitation and Hygiene

  • Support for WASH infrastructures and services to displaced and affected families in Syria

    Rehabilitation of water systems and installation of connections to IDP sites; rehabilitation and construction of drainage systems in informal IDP settlements; provision and distribution of WASH NFI kits; provision and construction of communal latrine units in IDP sites; provision of temporary water supply to newly displaced and/or most vulnerable IDPs in sites.
