During the last decades, Rwanda has fought to rebuild the country after the Genocide against the Tutsi in 1994. A lot of progress has been made; Rwanda is among the fastest growing economies in Africa and has achieved significant economic growth, poverty rates have declined rapidly, and remarkable social development progress has been observed. However, the country still struggles with a number of issues, some of which include; population density, unemployment, inequality, environmental hazards, communicable and non-communicable diseases and over 150,000 refugees from neighbouring Democratic Republic of Congo (DRC) and Burundi. Many of these issues are interlinked and crosscutting, e.g. land scarcity is an issue both in the camps, which are densely populated, as well as for the local population living on unsafe land, vulnerable to environmental hazards. Furthermore, many of these issues have been going on for a long time, e.g. some refugees from DRC have been living in Rwanda since the mid-1990s, but there is also an increased prevalence of issues such as population density and environmental hazards.
In 2019, IOM will prioritize interventions focusing on basic services, reintegration of Rwandan returnees, protection services for the most vulnerable, strengthened resilience and durable solutions as well as data collection and analysis for evidence-based decision making. Beneﬁciaries of IOM’s response will include migrants, refugees, Rwandan returnees, host communities and victims of trafficking. IOM’s multisectoral assistance will include: Reintegration, Health, Shelter, Livelihood, Protection and Environment.
IOM Rwanda is an active member of UN Country Team and the United Nations Development Assistance Plan for Rwanda (UNDAP II 2018-2023). The UNDAP II 2018-2023 (developed by the ONE UN in Rwanda), outlines the areas of collaboration with the national development agenda in Rwanda. Through an interactive and iterative process, three Strategic Areas for the UNDAP II were identified; Economic Transformation, Social Transformation and Transformational Governance. These results areas are directly aligned to the Government of Rwanda’s national development priorities. Migration is integrated in the UNDAP, and IOM is a contributing agency in all three pillars. IOM works closely with the host government in all our projects.
Note: The projects below are part of the Burundi Regional Refugee Response Plans (RRP) and the DRC Refugee Response Plans (RRP) (2018–2020), as well as joint-programmes under the United Nations Development Assistance Plan for Rwanda (2018–2023) (UNDAP). Furthermore, IOM has included additional interventions that are in line with IOM’s Migration Crisis Operational Framework and country strategy to address migration issues and initiate development-principled programming to establish the foundations for longer-term recovery to complement its humanitarian programmes.

Improve access to and provision of health and decrease morbidity from communicable diseases and psychosocial distressAmount Requested: USD 1,011,000 Amount Received: USD 0Objective:Improving access to and provision of good quality health care services and decreasing morbidity from communicable diseases and mental health medical conditions for both refugees and host communities in Rwanda, and particularly women and children, through: i) capacity building of health staff in health centres and district hospitals on infection prevention and control and mental health; and ii) equipping hospitals and health centres with adequate IPC materials. Capacity building interventions will address prevention, preparedness, early detection and control of infectious diseases and infections of outbreak importance; and detection and management of mental health and psychological conditions. Materials to be supplied will include generators, refrigerators for storage and cold chain maintenance of vaccines and equipment for infection prevention (personal protective equipment, handwashing stations, soap dispensers and so forth).Beneficiaries:13 health facilities (benefiting 75,000 refugees and the host community)
Disaster Risk Reduction and Resilience Building
Provision of Shelter and Livelihood diversification to households affected by floods and landslidesAmount Requested: USD 1,000,000 Amount Received: USD 0Objective:To contribute to shelter and livelihood support to extremely vulnerable families affected by floods and landslides residing in unsafe zones and increasing their resilience though: i) providing affected populations with safe and resilient housing in new government demarked safe zones; and ii) providing the affected communities with increased economic diversification.Beneficiaries:300 affected households (approximately 1,470 individuals)
Sustainable Reintegration of Rwandan ReturneesAmount Requested: USD 1,859,000 Amount Received: USD 0Objective:Strengthen national capacity for sustainable reintegration of Rwandan returnees by increasing returnees' access to basic social services including basic education, primary health and durable housing and increasing returnees' economic opportunities/livelihoods. IOM will achieve these outcomes by providing returnees with Market-Oriented Skills Training (MOST) and initial business setup support (including business training/coaching, start-up kits and capital). These outcomes and outputs, along with the numbers, only reflects IOM's role in the One UN Joint Initiative titled 'Sustainable Reintegration of Rwandan Returnees' and not the whole initiative.Beneficiaries:23,500 vulnerable returnees and host community members
Raise awareness, increase relevant actors capacity and support victims of traffickingAmount Requested: USD 609,335 Amount Received: USD 447,835Objective:IOM aims to improve knowledge, awareness and continuous protection of victims of trafficking in Rwanda though: i) awareness-raising in the communities; ii) increasing the knowledge and capacities of relevant actors regarding the development and implementation of effective, evidence-based counter-trafficking policies, regulations and legislation; iii) increasing the efforts to identify trafficked persons, investigate trafficking cases, and prosecute trafficking offenders; and iv) providing direct assistance to victims of trafficking.Beneficiaries:170,000 individuals (including government officials, refugees, host community members and victims of trafficking)
