Migration ﬂows affecting Kenya can be broadly categorized as follows:
- Traditional internal and cross-border migration ﬂows linked to nomadism and pastoralism, including those induced by climate change and periodic droughts;
- Forced migration ﬂows due to man-made and natural disasters in Kenya and the neighbouring region, resulting in internal (IDPs) and cross-border displacement (refugees);
- Irregular migration ﬂows, including human traﬃcking and migrant smuggling, due to poverty and lack of livelihood options;
- Mixed migration ﬂows along key migration routes used by various groups of migrants including economic migrants, victims of traﬃcking, smuggled migrants, asylum seekers and others.
As of November 2017, Kenya hosts the third largest number of refugees in Africa, after Ethiopia and Uganda; 489,071 refugees and asylum seekers are hosted in Kenya including 285,705 Somali, 27,979 Ethiopian, 35,490 Congolese, and 111,045 South Sudanese refugees. During 2017, a trickling return of refugees to Somalia had been observed, while inﬂux of refugees from South Sudan continued. Limited numbers of returnees to Ethiopia, Rwanda, Burundi and DRC are expected for 2018.
Drought Response: Drought conditions became critical in the north and east of the country since the beginning of 2017. While the immediate impacts have been alleviated due to the onset of rain, the drought situation is expected to worsen and reach emergency levels during the next dry season in early 2018, including due to localized resource-based conﬂicts. IOM proposes interventions regarding Shelter & Non-Food Items, and Health Support for displaced and other vulnerable populations.
Community Stabilization & Reintegration: IOM seeks to continue and expand the Programme for Human Security and Stabilization which contributes to efforts to prevent violent extremism along the Kenyan coast and the Somali border by supporting returnees, youth-at-risk, local small business owners, local authorities and civil society actors though building their capacities for sustainable Reintegration and Community Stabilization and Transition activities, including Psychosocial Support. IOM is looking at programme expansion to additional north-eastern counties that have been identiﬁed as vulnerable to this phenomenon.
Counter-traﬃcking and Protection of Vulnerable Migrants: Kenya is a source, transit and destination country for men, women and children subjected to forced labor and human traﬃcking. Within the country, children are subjected to forced labour through various forms such as domestic service, agriculture, ﬁshing, herding of cattle, street vending and begging. Girls and boys are also exploited through prostitution, especially along the Kenyan coast, which has been identiﬁed as a frequent ﬂash and transit point for traﬃckers. IOM will continue to build government capacities to counter human traﬃcking, and provide direct assistance to victims of traﬃcking.
IOM enjoys excellent working relations with the Government of Kenya. In 1985, Kenya was the ﬁrst country in Africa to join IOM as a Member State. IOM is the only UN agency with a permanent seat in the Kenya National Coordination Mechanism on Migration (NCM). NCM is tasked with facilitating interagency coordination, collaboration and information-sharing on migration issues at the national level among relevant government ministries, departments and non-state actors. IOM also participates in the UN Country Team, UNDAF, UNDG & other UN coordination mechanisms at national and regional levels. IOM has employed a comprehensive and complementary approach to addressing migration challenges in Kenya. The pillars of this approach include Community Stabilization & (Re)Integration of Vulnerable Groups, Immigration & Border Management, Community Policing, Health and Mental Health and Psychosocial Support, Assisted Voluntary Return & Reintegration, Counter Human Traﬃcking and Smuggling, Assistance to the Relocation, Repatriation & Resettlement of Refugees within and from Kenya, and Cross-Border initiatives for Conﬂict Prevention & Socio-Economic Revitalization.
Apart from the capital Nairobi, IOM has established operational presence in various parts of Kenya, including the coast (Mombasa, Kwale and Kiliﬁ Counties), along the Somali border (Dadaab/Garissa County), at the Ethiopian border (Moyale/Marsabit County) and near the South Sudanese border (Kakuma/Turkana County). IOM is able to further expand its geographical coverage and operations in Kenya in line with evolving needs.
Note: the projects below are part of IOM’s Migration Crisis Operational Framework and country strategy to address migration issues and initiate development-principled programming to establish the foundations for longer-term recovery to complement its humanitarian programmes.

- Kenya Country Office (KCO) in coordination with the National Coordination Mechanism (NCM) on Migration and Preventing and Countering Violent Extremism (P/CVE) priorities of GoK are included in the UNDAF 2018-2022 and aligned to the UN Sustainable Development Goals (SDGs).
- KCO signed MoUs with the National Counter Terrorism Centre (NCTC) for the P/CVE activities and also with the Kenya National Commission on Human Rights (KNCHR) for the human rights and well-being of migrants.
- KCO reached out to the Private Sector in the areas of IOM project areas –Base Titanium in Kwale and other engagements with others are in the pipeline including Safaricom, Kilifi Plantations and Oil companies.
- Installation and operationalization of a Facial Recognition System (Public-Private Partnership with NEC) at 2 border points (JKIA and Muhuru bay – Tanzania border). It has been reported that at least 3 cases of fraud were detected through the facial matching system.
- Launched the revised Immigration Border Procedures and Operations Manual 2017 edition.
- Provision of 90 computers to the Department of Immigration Services for operationalization of E-passports.
- 81 government officials trained on counter human trafficking (identification, investigation, protection and assistance).
- 21 victims of trafficking assisted with documents assistance, medical clearance, protection, international return and livelihoods assistance for reintegration.
- 61 cases provided with Assisted Voluntary Return and Reintegration (AVRR).
- 112 individuals in Dadaab refugee host community received Livelihood Support and 6 Community Assistance Project (provision of water, equipment support to a Vocational Center, Milk shed for a women’s group) were implemented.
- 111 officials and community leaders in Garissa County trained on Community Policing.
- Over 400 community members participated in community engagement on Cross-border security risks.
- Distributed 150 solar lanterns in off-grid areas (Public-Private Partnership with Panasonic).
- KCO provided technical support for Kenya’s report and position on the Global Compact for Migration.
- IOM implemented 5 Community Assistance Projects - water kiosk, milk shed, elevated water tank, 2 water pumps to farmers in Nanighi and support to Garissa polytechnic comprising a minivan (matatu) for mechanic courses, computers, beauty accessories for beauty courses, sewing machines for tailoring courses, sport gear (uniforms and shoes).
- IOM provided 92 returnees and vulnerable youth at risk in the counties of Kwale, Kilifi and Mombasa with reintegration packages consisting of business development and vocational trainings, livelihoods packages and reinsertion kits.
Programme for Human Security and Stabilisation in Coastal Areas of Kenya (PHSS III)Amount Requested: USD 1,000,000 Amount Received: USD 150,000Objective:To support the Government of Kenya in its efforts to counter and prevent violent extremism, and to enhance overall community resilience. Activities include: i) together with NCSCs, KNCHR, KECOSCE and CICC, conduct outreach activities to identify project beneficiaries; ii) provide information and counselling services to beneficiaries on, inter alia, their legal status, available services, referral partners, and other government programmes; iii) conduct two-day income generation orientation sessions for beneficiaries. Procure and distribute reinsertion kits to beneficiaries as an initial step of confidence building; iv) on the basis of counselling and individualized needs assessment, develop individualized income generation projects. Livelihood assistance options will include in-kind grants for small business start-up, on-the-job training, etc; v) conduct five-day business management and development training for small business operators; vi)disseminate adequate information on supplier and buyer requirements from national market centres and neighbouring countries to training participants; vii) match individual beneficiaries to small business operators with new employment opportunities though job and on-the-job training referral; and viii) provide employers with temporary salary subsidies and/or adequate in-kind contributions required to expand their respective businesses.Beneficiaries:60 community members and 8 small business operators
Activities to Support Community Stabilization and Transition
Community Stabilization in the Coastal and Southern Somalia Border Regions of KenyaAmount Requested: USD 1,000,000 Amount Received: USD 800,000Objective:To enhance security and stabilize vulnerable communities in the Coastal and Southern Somalia Border Regions in Kenya, namely Mombasa, Kwale, Kilifi and Lamu Counties. Activities: i) Provide tailored reintegration packages and reinsertion kits, including access to information, counselling and referral services (ICRS), business development training, capacity building in community based psychosocial support and an in-kind grant for a livelihood project; ii) Train on Immigration & Border Management, including on counter-terrorism, counter human trafficking, counter smuggling, document examination and fraud detection and community awareness raising on counter human trafficking and preventing violent extremism; and iii) Improve Community Policing activities by building capacity of government officials and local community leaders to support community dialogue on existing "Nyumba Kumi" initiatives.Beneficiaries:70 individual beneficiaries (including returnees and vulnerable youth); 40 local Government of Kenya (GoK) officials will receive a training of trainers on IBM
Counter-Trafficking and Protection of Vulnerable Migrants
Nationwide Counter-Trafficking Awareness RaisingAmount Requested: USD 500,000 Amount Received: USD 0Objective:IOM will work with the county coordination structures to develop and implement public information campaigns to inform the public on trafficking risks in their counties, how to identify and report potential trafficking hotspots, and on how to seek assistance. Technical Support to the Establishment of Shelter Houses for Victims of TraffickingAmount Requested: USD 700,000 Amount Received: USD 0Objective:IOM will support the initiative of the Counter Trafficking Advisory Committee to establish government-run shelter houses for VoT through developing SOPs and by providing capacity building training on the management of shelter houses, utilizing the IOM Shelter Guidelines for VoT. IOM will also support an existing shelter to refurbish and renovate to assist male victims of human trafficking to bridge the gap for accommodation. Currently, there is no access to housing/shelters that is safe and has resources to meet the needs of men and boys. Since the use of hotels/guesthouse is often inadequate for traumatized male survivors IOM will support government initiatives to ensure services are gender sensitive to the needs of all victims, and adapt assistance methodologies as may be needed.Beneficiaries:40 GOK officials
Reintegration Assistance to Victims of Human TraffickingAmount Requested: USD 500,000 Amount Received: USD 0Objective:Victims of Trafficking (VoT) suffer various types of harm including physical or mental injury, emotional suffering, perceived shame or stigma, and/or economic loss. IOM will provide direct assistance to VoTs through referral to the relevant agencies for appropriate services, and where needed, will provide direct assistance services directly. These services include: inter alia, shelter; mental health and psychosocial support; education; life skills training; livelihoods support; legal assistance; medical support; and return and reintegration services in order to start a new life again and to prevent returning to similar situations of vulnerability.Beneficiaries:50 VoTs (male and female)

Life-saving Emergency Response to floods and disease outbreaks in KenyaAmount Requested: USD 500,000 Amount Received: USD 151,689Objective:Conduct the Participatory Mobility Mapping PMM in Turkana and Kilifi aiming to track the mobility of individuals for public health purposes. Providing support for the Psychosocial Needs of Former Combatants and Individuals at Risk of Radicalisation in KenyaAmount Requested: USD 500,000 Amount Received: USD 0Objective:Following an assessment of psychosocial needs of former combatants in the north of the country conducted by IOM, the projects seeks to: support the Government of Kenya to a) integrate lay forms of psychosocial support, including Psychological First Aid training as a first step in interventions, b) including mental capacity building through vocational training and other awareness raising components. In the medium- to longer-terms, support to establish a comprehensive Government strategy to deal with such complex target groups in an all-inclusive manner.
