Introduction and Needs

The Federated States of Micronesia (FSM) is composed of more than 600 islands located in the north Pacific. Due to the remote location of the country and region, access to disaster affected populations is logistically difficult.  Out of FSM’s four states (Kosrae, Pohnpei, Chuuk and Yap), the two most western states, Chuuk and Yap, are most at risk of natural hazards and the adverse effects of climate change, and have a recent history of super typhoons (e.g. Typhoon Maysak). Despite plentiful rainfall, drought conditions occur, especially when El Niño moves into the Western Pacific. In the past, groundwater supplies have dwindled to an emergency state, with a drought disaster declaration in 1998, emergency declarations in 2007 and warnings in 2016. During the summer of 2017, the northern islands of Chuuk were hit by drought and the government deployed bottled water and reverse osmosis units.

In response, IOM will continue to implement the Disaster Preparedness for Effective Response Programme (PREPARE) which works closely with government counterparts to increase resilience of FSM in mitigating the effects of natural hazards and climate change by enhancing national and local capacities for disaster preparedness, response and recovery.

IOM will work closely with partners to continue implementation of the Climate Adaptation Disaster Risk Reduction and Education Programme (CADRE +) which offers critical support to communities at-risk. Using IOM’s expertise in climate change adaptation and disaster preparedness the project supports sustainable solutions for resiliency in vulnerable schools and communities through community based initiatives. The program also supports national government by facilitating the establishment of disaster committees in outer island communities. In 2018, IOM plans to provide life-saving assistance for disaster-affected populations and will continue to work with partners to strengthen resilience of at-risk communities in Micronesia including through projects aimed at health, rainwater collection, disaster risk reduction, shelter, and community stabilization. IOM has a strong presence in the country and works in coordination with relevant ministries in FSM, international and national NGOs, and civil society groups to promote sustainable partnerships.
