Introduction and Needs

Armed conflict and general insecurity in the Democratic Republic of the Congo (DRC) have created one of the world’s most complex and long-standing humanitarian crises. Since 2016, the country has experienced an increase in armed conflict following the spike of violence in the Kasai and Tanganyika provinces and the continued armed clashes and attacks in North and South-Kivu. According to the most recent figures from OCHA, an estimated 4.1 million individuals are currently displaced and in need of multi-sectorial assistance. In order to mobilize the necessary funds and capacities to address these rapidly increasing needs, a Level-3 Response for the crises in the Kasai, Tanganyika, and South Kivu has been activated since October 2017.  

In 2018, IOM plans to continue providing life-saving assistance to Internally Displaced Persons (IDPs) in the two provinces of North Kivu and Tanganyika. In North Kivu, IOM is currently coordinating 12 displacement sites hosting 42,433 IDPs. As co-lead of the Camp Coordination and Camp Management (CCCM) working group, IOM will ensure that living conditions in sites are improved, that needs are identified and responses organized. IOM will target the most vulnerable IDPs in sites with emergency shelter and non-food items (NFI) assistance and will prevent and respond to protection (including gender-based violence - GBV) cases. The regular collection, analysis and dissemination of data on IDPs in sites will also improve the implementation of targeted, timely and coordinated humanitarian assistance. In the Tanganyika province, IOM will continue providing life-saving assistance to 47,983 IDPs living in dire conditions in 12 spontaneous displacement sites in Kalemie city. Site reorganization activities, the construction of Water, Sanitation and Hygiene (WASH) infrastructure as well as the provision of emergency shelter and NFI will be prioritized and will actively contribute to reducing risk and exposure of affected populations. Different components of the Displacement Tracking Matrix (DTM) will be implemented in the North Kivu, Tanganyika and Kasai provinces in order to continue providing the humanitarian community with up to date and reliable information on the movements and evolving needs of displaced populations. In North-Kivu, regular registrations and surveys will be carried out in the displacements sites while a pilot mobility tracking system will be implemented in two of its territories following a direct request from OCHA. In 2018, this mobility tracking system will continue to be implemented and extended to different territories in the Tanganyika and Kasai provinces reaching an estimated 1.9 million IDPs. Early recovery activities including the support to small community-based projects in targeted communities in North-Kivu are planned to continue in 2018. 

IOM is co-leading the CCCM working group in North Kivu and is an active member of the shelter, NFI, WASH, and protection clusters. During these forums, IOM regularly shares data on displacement flows and advocates for an appropriate response to the needs identified in the sites under its coordination. In Tanganyika, IOM plays a leading role and works in close collaboration with the provincial government and humanitarian actors in order to set up and strengthen the humanitarian response in the spontaneous displacement sites.
