In Tajikistan, 93 per cent of the territory is made up by mountains. As such, it is prone to frequent natural disasters on an annual basis, including avalanches and landslides. Climate change is also an aggravating factor, causing severe glacial melt in high-mountain areas in the summer season, resulting in mudslides and flooding. Tajikistan also sits in a highly seismically active area, particularly in the east of the county. The geography of the country makes preparedness and response a distinct challenge, with disasters often affecting remote communities. Natural disasters will continue to have a devastating impact on these communities, taking lives, destroying homes and infrastructure, and disrupting livelihoods. 

IOM intends to respond through providing comprehensive Camp Coordination and Camp Management (CCCM) interventions, to improve the preparedness and response capabilities of government and non-government actors on CCCM, as well as providing assistance to the affected population. This will be done through: building local capacity and responsibility in line with international standards; expanding the scope of CCCM activities to encompass out of camp settings; the improvement of living conditions and the delivery of assistance and protection to people in displacement settings and outside of camps; and establishing participatory forums for the affected population. Outside of CCCM but closely aligned, IOM will work to build the resilience and recovery potential of at-risk communities through community stabilization programming that focusses on returns, land and property issues, and livelihoods. 

IOM is well placed to deliver on these objectives, having had an operational presence in Tajikistan since 1993. IOM established and leads the CCCM sector in Tajikistan and works closely with the national Committee for Emergency Situations (CoES) in this regard. IOM is also an active member of REACT, the emergency coordination body in Tajikistan. Furthermore, IOM is a major transition and recovery actor in the country, and implements a long running community stabilization programme in all districts of Tajikistan that border Afghanistan. 

Overall Targeted Beneficiaries: 15,000 IDPs and at-risk communities
