The Philippines is vulnerable to a variety of natural hazards, including ﬂoods, landslides and typhoons. Consequently climate change has increased the frequency of intense hydro-meteorological events that call for the urgent assistance to enhance the resilience of vulnerable populations. High population density in cities has led to a steep rise in the number of informal settlements that cannot withstand natural hazards.
Further, decades of armed conﬂicts in Mindanao including clashes between various armed groups and government forces as well as violent clan feuds have left large populations requiring humanitarian, stabilization and recovery support. Protracted displacement has made IDPs more vulnerable to human traﬃcking. The conﬂict caused by armed extremist groups in Marawi in May 2017 resulted in the displacement of more than 350,000 people as well as the declaration of Martial Law in the whole of Mindanao. Passage of the Bangsamoro Basic Law in May 2018, has created new opportunities to stabilize the region, advance peace and security, and engage in long-term recovery efforts. After years of conflict, the strengthening socio-economic recovery, as well as increased participation and inclusion in decision making will be key to stability and peace.
As the cluster co-lead in CCCM the main focus of IOM’s response will be assistance to IDPs through camp management activities including training of local responders and improvement of displacement sites. However, depending on the context IOM may extend its reach to other sectors such as shelter, protection, health, communications with communities and livelihoods as in the past major emergency responses including the L3-declared Typhoon Haiyan and armed conﬂicts in Mindanao. IOM will ensure that not only IDPs but also host communities are supported, and that disaster risk reduction is incorporated in response activities for mitigation of risks of future crises.
One of IOM’s comparative advantages in the Philippines is its continuous presence since 2008 and active development and humanitarian engagements in conﬂict-affected Mindanao, supported by cooperative agreements with the Autonomous Region in Muslim Mindanao (ARMM) government and Bangsamoro entities, CSOs and the security sector. Located in IOM’s global administrative hub, IOM Philippines possess strong procurement, human resources and other administrative support functions to enable rapid and eﬃcient implementation of activities before, during and after the onset of crises.

- 86,895 IDPs and host community populations across 5 municipalities affected by Marawi Conflict were provided with camp management support in evacuation centres, improvement of common facilities and installation of alternative dwelling spaces. Regular and frequent roll out of Displacement Tracking Matrix (DTM) across these 40 evacuation centres provided other humanitarian actors in Marawi Crisis Response with timely and accurate information on demographics and changing needs of the affected populations. Furthermore, 94 individual (14 staff, 40 implementing partners, and 40 camp managers) received prevention of sexual exploitation and abuse orientations (PSEA).
- 435 conflict-affected communities (with cumulative population of 815,853 individuals) were provided with livelihoods and capacity building support including protection support services for persons with special needs through the 2017 PAMANA in the Autonomous Region of Muslim Mindanao which included conflict sensitive beneficiary consultations, community assessments and profiling. 540 ARMM-based partners and staff were oriented on PSEA as part of the community support.
- 10 barangays in 4 cities of Metro Manila started receiving support with capacity and resilience building focused on Mass Evacuation in Natural Disasters (particularly earthquake and flood). This was done through collecting information on local hazards and evacuation preparedness, establishment or revision of community-level evacuation plans, as well as capacity building for local government officials and community members through trainings and simulation exercises.
- Close to 42,800 individuals including primary school-aged children were supported with assistance for safe and quality education, through repair and refurbishment of school facilities, supplementary feeding, training on education in emergencies, information and awareness raising campaigns, improvement of municipal coordination mechanisms and protection support services, among others.
