The crisis in Iraq caused by the emergency of ISIS is coming to an end. With most of the ISIS held territories retaken and with stabilization efforts ongoing, more than 2.6 million IDPs have already returned to their locations of origin, often largely destroyed, and another 1.7 million currently displaced people will return, according to the HRP 2018 estimations. 

IOM Iraq Mission operates in 18 governorates of the country and implements multiple projects under almost all of IOM’s Migration Crisis Operational Framework sectors (which include for example health support, migration policy and legislation support and humanitarian communications). While continuing to address the immediate needs of IDPs still displaced, particularly in the sectors of Camp Coordination and Camp Management and NFIs, IOM will largely shift its attention to supporting the attainment of solutions for displaced persons through stabilization programming in return areas using a multi-sectorial approach. IOM will therefore focus on community stabilization and reintegration support, which includes virtually all sectors, for example: rehabilitation of infrastructure, provision of health services, livelihoods interventions, housing, land and property consultations, psychosocial support, social cohesion activities, and other cross-cutting issues such as gender and protection mainstreaming, while at the same time ensuring accountability to affected populations through humanitarian communications.

IOM Iraq is extremely well placed to undertake this multi-sectorial large-scale intervention in predominantly return areas (Ninewa, Anbar, Salah-al-Din, Diyala, Kirkuk). IOM Iraq is the only UN agency with a 1,500+ strong network of staff on the ground. IOM Iraq has been recommended by the Humanitarian Coordinator and Deputy SRSG to the Government of Iraq as the UN agency to play a leading role in supporting the Government of Iraq to establish its supporting infrastructure and mechanisms in return areas. IOM works in coordination with humanitarian partners through the Cluster system and in coordination with Government institutions.
