Less than a year after the impact of Hurricane Matthew, the strongest hurricane ever reported in the Atlantic, Hurricane Irma hit Cuba for more than 72 hours between 8-10 September 2017. 1.7 million people (15.2% of the Cuban population) were evacuated to centres, specially authorized by local authorities, and homes of relatives or friends. Thirteen of the country’s 15 provinces, with a population of 9,485,235 people, were directly affected and the living conditions of local populations were severely damaged. Hurricane Irma especially affected housing, access to potable water and electric power services, health institutions and educational centres, institutions enabling access to food, agricultural production and fishing, roads and telecommunications.

In Ciego de Ávila, Camagüey, Villa Clara, Holguín, Sancti Spiritus, Havana, Las Tunas, Matanzas and Guantánamo, 11,689 people continue to receive government support for food and other essential items. 158,554 houses have been damaged, mainly in urban and rural settlements of the central region. 

In 2018, IOM, as part of the Shelter and Early Recovery Sector, plans to support the rehabilitation of partially damaged houses and small scale infrastructure in affected communities of Villa Clara province; promote the return of affected people to their houses through the immediate rehabilitation and repair of roofing, provide galvanized roof tiles, kits and equipment for reconstruction and infrastructures, and; strengthen local capacities for the development of sustainable shelter solutions.

The Shelter and Early Recovery sector is led by UNDP in cooperation with UN-Habitat, IOM and UNESCOs. IOM works in coordination with the Ministry of Foreign Trade and Investment (MINCEX).
